Luz Hurtado graduated from “Universidad Tecnica de Oruro” as a Civil Engineer. After a few years of work she obtained a Masters Degree in Geo Information Science & Earth Observation at Faculty of Geo Information Science and Earth Observation (ITC)-University of Twente in Cochabamba, with a scholarship under the Netherlands Fellowship Programme (NFP).

Luz has work experience in different areas of Ministry of the Environment and Water in Bolivia and in the private sector. During the years of her career she found out that one important thing in a developing country is to start providing basic needs and this could be done through good access to water.
